But without independent testing, pharmacies, doctors and patients are flying blind. Based on this assurance, America’s drug wholesalers and pharmacy benefits managers scour the globe to find manufacturers willing to sell at the lowest possible price. Because U.S. companies can’t make products as cheaply as competitors in countries with low labor costs and lax regulatory oversight, most closed their doors or switched to repackaging drugs sourced overseas.

Those tours are invitation-only and led by White House staff for friends, family and other guests.
